Uninstalling Silverlight will not help since this is a problem with the Windows Installer itself. The fix is as follows
- Open Windows Registry Editor.
- Browse for
HKEY_CLASSES_ROOT / installer / products / D7314F9862C648A4DB8BE2A5B47BE100
- Right click on it and click to ‘Export’ to save a copy of that key to your hard drive.
- Now right click on that key and select ‘Delete’.
- Now run the installer again and you will be able to complete you upgradation of Microsoft Silverlight.
